Contract for the provision of specialist
heritage window contractor to undertake the removal and
refurbishment of windows facing on to the Courtyard of the Grade II
listed building
That the Council awards a contract to C.E.L Group Ltd for the refurbishment of the windows at The Square at an estimated tendered cost of £235,642.10
Following an open tender (which is fully compliant with UK public sector procurement rules), three tenders were received. All tenders were evaluated independently by three officers in accordance with the evaluation criteria set out in the documents provided to the bidding organisations. Following that evaluation process the tender submitted by C.E.L Group Ltd was the highest scoring tender overall which was based on 60% quality and 40% price
Option 1 - Do nothing. The condition of the windows will continue to deteriorate and the Council would be in breach of its legal responsibilities with regards to maintenance to the Grade II listed property. Option not recommended.
Option 2 - To award the contract to an alternative contractor. This is not considered to be appropriate because, following the evaluation process, C.E.L Group Ltd submitted the most economically advantageous tender. Option not recommended.
