Decision:

That the Council awards a contract to TPAS (Tenant Participation Advisory Service) to re-engineer tenant engagement across the Housing Landlord Service at contract value of £13,500.

Reasons for the decision:

Following the receipt of three written quotes (which is fully compliant with UK procurement rules). All quotes and proposals were evaluated independently by two officers.
Following the evaluation process, the quote and proposal submitted by TPAS was the preferred supplier based on quality and expertise as the leading experts in Tenant Engagement across the housing sector.

Alternative options considered:

Option 1 - Do nothing. This is not considered a viable option, Tenant Engagement and Participation is a key outcome of the Regulator of Social Housing (RSH) Consumer standards. SHDC currently have limited engagement with tenants and a do-nothing approach would significantly impact the authority’s ability to meet the consumer standards. Option not recommended.
Option 2 - Award the contract to an alternative supplier. This is not considered to be appropriate because, following the evaluation process, TPAS submitted the most advantageous quote and proposal. Option not recommended.
