Decision:

To share the newly appointed Programme Manager (East Lindsey District Council employed) with Boston Borough Council and South Holland District Council under Section 113 of the Local Government Act, to support the management of funding programmes, including the Long Term Plan for Towns.

Reasons for the decision:

A new programme manager role was created and the person appointed on 1 April 2024 to support the management of Government funding, primarily from DLUHC (Department of Levelling Up, Housing and Communities) and including the Long Term Plan for Towns in Spalding and support for the Town Boards.

Alternative options considered:

This is a new role specifically created to support the South and East Lincolnshire Councils Partnership effectively manage the various funding awards secured, particularly supporting the Town Boards as a prerequisite of the funding guidelines and requirements.
There will be opportunities to align activity across the SELCP and demonstrate value for each Council with enabling this shared resource, which could not be realised if each local authority managed the funding schemes independently and separately.
