Decision:

To pay a market supplement to HGV Drivers to safeguard their retention and ensure the Council discharges its duty under Section 45 Environmental Protection Act 1990 (collection of controlled waste).

Reasons for the decision:

To meet the demand for paying a market supplement for Category C driving licence holders.

To ensure, so far as is reasonably practicable, the retention of professional drivers holding Category C driving licence entitlement / driver certificate of professional competence.

To ensure the Council can continue to deliver its statutory function.

At a meeting of Council on 22 September 2021 delegated authority was given to the Head of Paid Service, in consultation with the Portfolio Holder for Environmental Services, to approve and implement further changes to working arrangements should there be future need.

Alternative options considered:

Do nothing was considered, however, there remains a national shortage of HGV drivers, and both private and public sector pay compensation is higher than the Council’s, the Council would likely lose its employees due to the competitive market.
