Decision:

In line with the approved recommendations of the South Holland District Council Cabinet ‘Plan
for Neighbourhoods’ report agreed on the 8th July 2025, the Director of Economic Growth has
authorised - in consultation with the Leader of the Council and in accordance with the steer of
the Spalding Town Board - the allocation and expenditure of up to £40,000 from the Plan for
Neighbourhoods capacity fund in 2025/26 to extend delivery of the Spalding hot spot policing pilot with the Lincolnshire Police and the Office of the Lincolnshire Police and Crime Commissioner (subject to contract).

Reasons for the decision:

Minutes of the Spalding Town Board Meeting held on Monday 18 August 2025 record that :
Jo Davison presented the outcomes of the hotspot policing pilot, which delivered 487 patrol hours, 11 arrests and 57 ASB powers used. Survey results showed a 9% improvement in feelings of safety and an 11% reduction in ASB, compared to a 9%
increase county-wide. The Board unanimously approved the extension of the pilot using the remaining £40,000 funding. Members emphasised the importance of maintaining momentum, monitoring displacement and continuing collaboration with
