Purpose:

To seek approval to enter into a contract for the installation of energy efficiency measures in HRA stock.

 

Decision:

That SHDC enters into a contract with Sureserve Central Limited to enable retrofit works to HRA properties.

 

Reasons for the decision:

1.    Awarding a works contract will enable retrofit works to commence as quickly as possible and will enable SHDC to deliver a programme of works in accordance with the timeframes agreed with DESNZ.

 

2.    A programme of energy efficiency works will ensure the provision of warm, energy efficient homes, reduce carbon emissions and fuel bills, tackle fuel poverty and support green jobs.

 

3.    Over 600 HRA homes will have energy efficiency measures installed to enable them to meet EPC C, across the Warm Homes Wave 3 programme. This will support the target for all HRA stock to meet EPC C as a minimum, by 2030 as per the government consultation on Minimum Energy Efficiency Standards (MEES).

Alternative options considered:

Do not award a contract, in which case an alternative supplier would be sought but this might delay progress with the installations and affect the ability to deliver all of the works in accordance with the required timescales of the grant funding.
