To award a contract to Tascomi Ltd to supply and implement Tascomi Public Protection to replace the existing Civica APP and Idox LALPAC systems.


That a contract is awarded to Tascomi Ltd for a contract value of £126,420 (comprising £88,920 (3 x Annual Cost for Maintenance and Support) plus £37,500 for Set Up, Implementation and Training), to replace the existing Civica APP and Idox LALPAC systems which are approaching the end of contract.


Reasons for the decision:

To ensure that a new robust and modern software system is in place for the environmental health and licensing functions and to ensure that these functions can operate efficiently and reliably after the expiry of the existing contracts, making best use of new technologies.

Alternative options considered:

Option1 – Award the contract as laid out in the recommendation.


Option 2 - do nothing and let the existing contracts run out leaving the Public Protection Service without back-office software systems to support the delivery of the service functions.


Option 3 – Extend the existing contracts.  This has been considered, however these are older legacy systems which don’t provide the range of benefits listed at 4.1 below, including the realisation of revenue savings year on year.
