To award a contract for Sewage Treatment Works- Repairs and Maintenance following an open tender process


That the tender submitted by C. G. Godfrey Ltd for the sum of £878,057.40 for the initial three year term of the contract, be accepted and the contract be awarded accordingly. 

Reasons for the decision:

Following the evaluation procedure undertaken in accordance with the Contract Procedure Rules it is considered that the tender submitted by C. G. Godfrey Ltd provides the best value for money having been the highest scoring tender.

Alternative options considered:

1.    Do nothing.  This is not considered to be appropriate because the works that the contract covers are essential in order to meet the requirements set out the Public Health Act 1984, and Environmental Protection Act 1986. Not allowing the programme of works in the future would breach these Acts and non-compliance with the Environmental Agency Discharge Consents could result in large fines and reputational damage.

2.    That the contract be awarded to an alternative contractor.  This is not possible without aborting the procurement process and starting the tender process again, because, following the evaluation process, C. G. Godfrey Ltd was the highest scoring tenderer following a formal procurement process. 


3.    That the contract be awarded to C. G. Godfrey Ltd in accordance with the details contained in this report.  This is considered to be the most appropriate option taking into account that the tender submitted by C. G. Godfrey Ltd.  In the sum of £878,057.40 was the highest scoring tender following the required evaluation process.
