Purpose:

Adoption of a Local List for South Holland District Council regarding the validation requirements for planning applications.

Decision:

1)    That the South Holland District Council Local List (2019) is adopted.

2)    That delegated authority be granted to the Planning and Building Control Manager to agree any amendments to the Local List once adopted.

Reasons for the decision:

1.    Adoption of the Local List would result in fewer invalid applications given that applicants would have greater certainty as to what information must be submitted for a valid planning application. This would ensure a swifter validation process.

2.    It is also anticipated that it would have the benefit of speeding up the decision making process for some applications as all the required information should be submitted at the outset.

3.    It is therefore considered that Option 2 would not be an appropriate way forward as it would result in the continued receipt of the present standard of applications.

Alternative options considered:

The option chosen is considered to be appropriate for the following reasons:

 

·         Adoption of the Local List would result in fewer invalid applications given that applicants would have greater certainty as to what information must be submitted for a valid planning application.  This would ensure a swifter validation process.

·         It is also anticipated that it would have the benefit of speeding up the decision making process for some applications as all the required information should be submitted at the outset.

 

An alternative option – to do nothing – was considered, however it was rejected on the basis that it would mean that the Council would continue to receive applications that are not accompanied by the information necessary for them to be fully considered by officers or consultees or the information provided is simply inadequate in terms of quality.  This can delay the consideration and determination of planning applications whilst further information is sought.
