Purpose:

To award a contract for General Repairs to boundary walls, property walls, footpaths and access roadways following an open tender process

Decision:

a)    That the Council awards a contract  to C. G. Godfrey Ltd for an estimated initial 2 year contract value of £155,591.70 per year, with the potential to extend this contract for a further 2 years at an estimated total contract value of £311,118.40, for General Repairs works to boundary walls, property walls, footpaths and access roadways around the District.

 

b)    Delegated authority is given to the Housing Projects Surveyor to deal with all matters arising from the management of the contract

 

Reasons for the decision:

Following evaluation of the tender using the scoring matrix of 50% Cost and 50% Quality procedure, it was evidenced that the tender submitted by C.G.Godfrey Ltd provides the best quality cost ratio and therefore scored 1st place in the tender evaluation process which was carried out by myself and Ruth Hooper (Quantity Surveyor).

Alternative options considered:

Option 1 – Do nothing.  In doing nothing we will not be able to actively manage the continuation of the maintenance programme, this would have a detrimental effect on the conditions of the council’s assets.  The council has a duty to meet the Decent Homes Standard and a lack of programme maintenance will impact our ability to achieve this.  Not recommended.

 

Option 2 – Award the contract to an alternative contractor – This is not considered to be appropriate because, following the evaluation process, C.G. Godfrey Ltd submitted the most economically advantageous tender.  Not recommended.

 

Option 3 – Award the contract to C.G.Godfrey Ltd as laid out in the recommendations – This is considered to be the most appropriate option taking into account that the tender submitted by C.G.Godfrey Ltd was the most economically advantageous tender following the required evaluation process.  This option is recommended.
