Is Key decision?: No

Is subject to call in?: No

Subject to a s.106 agreement being completed for the condition compliance planning application, reference H16-0704-18, the authority will enter into a Rent Management Agreement with Broadgate Builders (Spalding) Limited (or such other part of the Broadgate group of companies as may be relevant) for four rented properties at St Johns View (phase 1) on the Broadway/Spalding Common, Spalding development site. This will enable the four properties to be owned by Broadgate Builders and managed by South Holland District Council. Such agreement to be on broadly the same terms as the Rent Management Agreements for St Johns View and Wygate Park.

Reasons for the decision:

The authority will enter into a Rent Management Agreement with Broadgate Builders (Spalding) Limited which will bring four additional homes into the management of the Housing Revenue Account, which will provide additional income. These homes will be available to let to households that the Council has a statutory duty to rehouse through homelessness legislation and/or those on the Council’s Housing Register. The homes are required to be provided as affordable housing by condition 12 of the Outline planning permission relating to this site, (reference H16-0571-09) as amended by subsequent section 73 applications.

Alternative options considered:

1.To not enter into a Rent Management Agreement
2.To enter into a Rent Management Agreement on different terms

Conflict of Interest: There are no known conflict of interests.

Equalities Issues: In the opinion of officers there are no equalities issues.
