To award a contract to ARP Research Ltd to
conduct a Housing Tenant census and Tenant Satisfaction Measures
survey for 2023/24. The contract covers both elements of work with
an indicative value of £29,020 plus VAT with a project
contingency of £5,000 to cover supplementary research.
A Tenant census and Tenant Satisfaction
Measure survey is required to ensure the Council can fulfil its
regulatory responsibilities as of the 1 April 2023.
The Social Housing Regulator requires social landlords to complete Tenant Satisfaction Measure surveys annually from 2023/24. In order to complete this work, a Tenant census will be carried out first. The census will allow us to gather up to date contact details for all tenants as well as other items such as any vulnerabilities/disabilities and current occupancy rates.
The census will be carried out in Spring 2023, and the survey completed during 2023/24. Tenant Satisfaction Measure responses will be shared with the Regulator of Social Housing in Summer 2024 as part of our legal responsibilities as a registered provider.
1.Do nothing – do not complete the
census or survey. NOT RECOMMENDED. The completion of an annual
Tenant Satisfaction Survey is required by the Regulator of Social
Housing from 2023/24.
2.Complete a Tenant Satisfaction Measure survey only. NOT RECOMMENDED. A Tenant Census is required in addition to this survey in order to collate up-to-date contact details for tenants, which will assist us in achieving maximum responses to the Survey. It will also support the use of cheaper communication methods going forward and allow us to model data to determine future strategies e.g. underoccupancy data. Up-to-date contact details are required in order for the survey to be completed.
