In order for SHDC to continue to manage and
maintain its monitored Fire Alarms and CCTV systems in both public
and HRA properties . We were required to procure a new specialist
contractor . This will enable SHDC to continue to meet all
associated compliance and health and safety regulations.
This will be a 3 year contract with the ability to extend it based
on performance for a further 2 years. The estimated annual cost of
which is jointly funded from Asset and Housing is £53400,
which is within the parameters of the agreed annual budgets.
Decision is to award the above contract to GBSG Ltd.
Following an open tender process (which is
fully compliant with EU procurement rules), three tenders were
received. All tenders were evaluated independently by three
officers in accordance with the evaluation criteria set out in the
documents provided to the bidding organisations. Following that
evaluation process the tender submitted by GBSG Ltd was the highest
scoring tender overall which was based on 60% quality and 40%
price.
Option 1 - Do nothing. In doing nothing we
will not be able to actively manage the fire and security systems
with the council’s properties and dwellings. This would have
a detrimental effect on the the council’s assets and the
safety of members of the public, staff and other users of the
Council Properties as well as tenants within schemes covered by the
contract. .– Not Recommended
Option 2 - Award the contract to an alternative contractor –
This is not considered to be appropriate because, following the
evaluation process, GBSG Ltd submitted the most economically
advantageous tender.- Not Recommended
Conflict of Interest: Due the contract being awarded through the open tender procurement route no conflicts of interest have been identified.
Equalities Issues: The contract enables the monitoring of fire and security systems within Council properties and dwellings and will ensure the continued safety of members of the public, staff and other users of the Council Properties as well as tenants within schemes covered by the contract.
