Decision:

The award of this contract will enable the Council to continue to meet the decent homes standard and comply with all associated compliance and health and safety regulations and for the Council to continue to meet its ongoing Corporate Priority; “Your Home".
This will be a 3-year call off contract, with a potential to extend for a further 3 years (3+ 1+1+1). The estimated annual spend for the Council for this contract is £25500, which is within the approved budget for this work within the Housing Revenue Account.
The decision is to award the above contract to by Stannah Lifts Limited.

Reasons for the decision:

Following an open tender process (which is fully compliant with EU procurement rules), eight tenders were received.
All tenders were evaluated independently by officers in accordance with the evaluation criteria set out in the documents provided to the bidding organisations.
Following that evaluation process the tender submitted by Stannah Lifts Ltd was the highest scoring tender overall which was based on 60% quality and 40% price.

Alternative options considered:

Option 1 - Do nothing. The Council will be unable to service and maintain these critical assets and would not be compliant with the requirements of The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) Not recommended.
Option 2 – Award the contract to an alternative contractor – This is not considered to be appropriate because, following the evaluation process, by Stannah Lifts Ltd submitted the most economically advantageous tender. Not recommended.

Conflict of Interest: Due the contract being awarded through the open tender procurement route no conflicts of interest have been identified.

Equalities Issues: The Council provides stairlifts within its Housing stock to support the independent living of a number of its tenants. The award of this contract will enable the Council to continue to deliver this service to help restore or enable independent living, confidence and dignity for individuals and their families.
