Decision:

To continue to place at the disposal of Boston Borough Council and East Lindsey District Council 2 South Holland District Council posts, the Programme Delivery Officer and Programme Delivery Manager via temporary Section 113 Notices from SHDC to BBC and ELDC.

Reasons for the decision:

These postholders currently work across the 3 Council’s whilst in the employment of South Holland District Council covering large, mainly grant funded, capital projects across the 3 councils.
The existing temporary Section 113 arrangements require an updated decision so these arrangements that work well across the partnership, can continue. A Section 113 agreement allows the postholders to act as if they are staff of all Councils to work across the many activities needed for the management of successful capital projects. These roles are vital to deliver a range of projects across the partnership, ensure decisions are made timely and the current partnership wide resourcing of a wide ranging and complex programme of capital projects can continue.

Alternative options considered:

The work delivered by these postholders is vital to the continuation of the project delivery and therefore there are no alternative options available at this time.
