To award the new drainage and sewers contract
to Dalrod after a full tender procurement process carried out
alongside the central procurement team.
This contract will supersede the works that Bates Environmental
have been carrying out on our behalf outside of any contract
perimeters
All aspects of the tender process have
complied with the Contract Procedure Rules and the procedure has
been carried out in association with the Contracts and Procurement
Team. Public Sector Partnership Services has provided confirmation
that the sum required for the proposed contract is included within
the approved budget for 4 years minimum
Do Nothing - This would breach procurement
guidance by letting a contractor carry out works while outside of a
contract.
This is not considered to be appropriate because the works that the
contract covers are essential in order to meet the requirements set
out in the Public Health Act 1984, and Environmental Protection Act
1984
That the contract be awarded to an alternative contractor - This is
not possible without aborting the procurement process and starting
the tender process again, because, following the evaluation
process, Dalrod were the highest scoring tenderer following a
formal procurement process.
