Consideration was given to the report of the Development Manager upon which the above application was to be determined, including his recommendations, copies of which had previously been circulated to all members.
Members debated the matter and fully explored the details of the application in light of prevailing policies and guidance. DECISION:
That Planning permission be refused as the site was considered to be an unsustainable form of development, due to its location on the wrong side of the A17. It would also result in the loss of an employment site, plus there are other sites within the area that are appropriate for the development and which are sequentially preferable on flood risk grounds.

DECISION:
That Planning permission be refused on the grounds that the proposed structure was tantamount to a new dwelling by virtue of its size, given that annexes are usually expected to be subservient to the host dwelling. Due to the size of the proposal and its location there was considered to be an unacceptable impact upon the character of the surrounding area and neighbouring residential amenity. Also the Environment Agency objection in relation to the proposed mitigation measures was considered to be valid and should be upheld.
