The Chairman advised that neither Councillor Avery nor Councillor King could take part in the discussion or vote on the recommendation, as they had not been present for consideration of the original application in November 2017.  Both Councillors remained in the meeting but did not vote or take part in the debate.

 

Consideration was given to the report of the Development Manager upon which the above application was to be determined, including his recommendations, copies of which had been previously circulated to members.

That the application be deferred in order to seek clarification on a number of issues and concerns, namely – perceived overdevelopment within a relatively small site; lack of parking provision for the number of residents, and how it would be allocated/controlled; collection of refuse from a town centre site; impact on existing and future amenity; access arrangements at Francis Street; whether accommodation would in fact be limited to over-55s and how this would be enforced; Historic England comments to be considered further; and clarity on where storm water would drain to.
