The Senior Planning Lawyer reported that notification had been received of the following substitutions for this meeting only:

 

Councillor A C Beal was replacing Councillor J L Reynolds (Councillor Reynolds was a ward member for one of the matters on the agenda and did not have voting rights).

 

Councillor A Casson was replacing Councillor J Avery.

 

In the absence of the Vice-Chairman, the Chairman asked Councillor Grocock to assist him in the meeting.

Councillor Bingham declared that he was the applicant for application H04-0641-19, therefore, he would leave the room for the duration of the item.

 

Councillor Tyrrell stated that he did not have a Disclosable Pecuniary Interest in application H11-0936-18  but in the interests of transparency he wished it to be noted that he lives opposite the site in question.

 

Councillor Lawton stated that she did not have a Disclosable Pecuniary Interest in application H11-0936-18  but in the interests of transparency she wished it to be noted that she lived near the site in question.

Councillor Reynolds attended as a Ward Member for this application at the previous meeting on 24th July 2019, so did not vote.  Councillor Beal was a substitute on 24th July 2019 so voted.  No other substitutes were eligible to vote.

 

The application was deferred at the previous meeting of the Planning Committee on 24th July 2019.
