To approve the release of £xx from the Thornfields/Springfields S106 fund for the provision of new Christmas lights for Spalding Town Centre.  (Joint report of the Portfolio Holder for Economic Development and Strategic Planning and the Economic Development Manager enclosed.)

Consideration was given to the joint report of the Portfolio Holder for Economic Development and Strategic Planning and the Economic Development Manager which sought to approve the release of £72,700 from the Thornfields/Springfields S106 fund for the provision of new Christmas lights for Spalding Town Centre.

 

An amended recommendation had been tabled at the meeting due to the fact that the Section 151 officer had advised that the original recommendation from the Chamber of Trade and the Town Centre Forum to pay money back into the S106 fund as outlined in the cabinet report was not possible under financial regulations.  The Section 151 officer had advised that the best course of action to finance the purchase and installation of the lights was to fund in the following manner:

 

Current year SSE decorations budget       16,000

SSE reserve                                                  32,000

                                                                        ----------

Total from SSE                                              48,000

S106 funding                                                 24,700

                                                                        ----------

Total funding required                                   72,700

                                                                        ----------

 

It was confirmed that the contract was between South Holland District Council and the Company erecting the lights, therefore liability would lie with the company when erecting and dismantling the lights and with the Council when the lights were up. The Chamber of Commerce had an advisory role in that they had advised on the light design and made arrangements for the festivities. 

 

Phil Scarlett advised that the date of the Christmas lights switch on was Sunday 2 December and not Saturday 2 December as stated in the report.

 

The Cabinet thanked the Chamber of Commerce for their involvement in the project.

 

DECISION:

 

a)     That the installation of the lights be funded as per the amended recommendation, as follows:

 

            Current year SSE decorations budget       16,000

SSE reserve                                                  32,000

                                                                                    ----------

Total from SSE                                              48,000

S106 funding                                                 24,700

                                                                                    ----------

Total funding required                                   72,700

                                                                                    ----------

 

 

b)      That responsibility for the lights be passed over to Spalding and District

         Chamber of Commerce with an appropriate Service Level Agreement in

         place.

 

(Other options considered:

  • To proceed with the Town Forums recommendation that £72,700 be released from the Thornfields S106 fund to purchase new lights for the same areas as previous, plus the purchase of new lights for the riverside to stay in place throughout the year. All installation andconnection points will be tested and certified, and lights will be removed to the supplier for repairs, maintenance and storage; and
  • Do nothing and continue with current set up.

Reason for decision:

  • Spalding Town Forum in conjunction with Spalding and District Chamber of Commerce had approved the proposal and had agreed to put forward their annual Christmas lights contribution for the next three years.)

This report provides information on the forecast full year financial position of the Council as at 30 June 2012.  (Joint report of the Portfolio Holder for Strategic Finance and Democratic Services and the Assistant Director Finance (S151) enclosed.)

Consideration was given to the joint report of the Portfolio Holder for Strategic Finance and Democratic Services and the Assistant Director Finance (S151) which provided information on the forecast full year financial position of the Council as at 30 June 2012.

 

DECISION:

 

a)      That the report be noted;

 

b)           That the installation of granite boulders in Spalding, at a cost of £1,300, be funded from the Spalding Special Expenses Reserve; and

 

RECOMMENDED TO COUNCIL:

 

c)            That the funding of £600,000, to be brought forward from the HRA 2013/14 central heating upgrade capital budget into 2012/13, be approved.

 

(Other options considered:

  • To note the report and to approve the recommendations detailed within Appendix 1; and
  • To note the report and not approve the recommendations detailed within Appendix 1.

Reason for decision:

  • To provide timely information to Members on the overall finances of the Council and to make the best use of resources available.)

 

30.

EXCLUSION OF PRESS AND PUBLIC

DECISION:

 

That, under Section 100A(4) of the Local Government Act 1972, the public be

excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Act.

Solar Photovoltaic Systems for Council House Stock

To consider the feasibility of installing solar PV systems to the Council’s housing stock.  (Joint report of the Portfolio Holder for Housing Landlord and Interim Housing Manager enclosed.)

Minutes:

Consideration was given to the joint report of the Portfolio Holder for Housing Landlord and the Interim Housing Manager which sought consideration of the feasibility of installing solar PV systems to the Council’s housing stock.

 

Members agreed to defer the decision to release £225,150 from within the HRA to finance the project until a later date.

 

DECISION:

 

a)     That further information and detailed robust pricing be acquired by the Housing Manager for the installation of solar PV systems to communal buildings prior to the relevant funding being approved; and

b)     To investigate and report back to Cabinet the viability and additional costs of incorporating solar PV system installations into the re-roofing programme.

        

(Other options considered:

  • Do nothing;
  • Install solar PV systems to all of the Council owned HRA dwellings;
  • Install solar PV systems only to those 1,205 Council owned HRA dwellings which have been identified as viable;
  • Install solar PV systems only to those Council owned HRA dwellings which will achieve an EPC Band D or higher upon completion of the installation work, without any additional investment;
  • Install solar PV systems only to those areas of HRA properties which have electricity supplies which are directly within the Council’s control; and
  • Install solar PV systems only to those Council owned HRA dwellings which do not have roof replacements planned in the next 20 years (563 dwellings).

Reason for decision:

  • To ensure the installation of solar PV systems was affordable for the HRA; and
  • To ensure the project was adequately resourced.)
