The Chairman to invite nominations for the election of a Vice-Chairman.

To sign as a correct record the minutes of the meeting held on 30 September 2025 (copy enclosed). 

Where a Councillor has a Disclosable Pecuniary Interest the Councillor must declare the interest to the meeting and leave the room without participating in any discussion or making a statement on the item, except where a Councillor is permitted to remain as a result of a grant of dispensation.

To consider updates to actions that arose from the meeting held on 30 September 2025 (enclosed).

To consider the Spalding Special Expenses Quarter 2Forecast Outturn Position for 2025/26 (report of the Director of Finance (S151) enclosed)

The Chief Finance Officer to provide the members with a verbal update on the proposed 2026/27 Spalding Special Expenses Budget.

Spalding Town Forum to receive an update from a representative of Lincolnshire Police regarding cycling-related concerns. Including enforcement measures for riding without lights and associated penalties, cycling on pavements where no designated cycle paths exist, dangerous riding practices, and carrying passengers on handlebars.

Spalding Town Forum to receive an update on Play Parks within the unparished area of Spalding.

NOTE:             No other business is permitted unless by reason of special circumstances, which shall be specified in the minutes, the Chairman is of the opinion that the item(s) should be considered as a matter of urgency.

The next meeting of the Spalding Town Forum is scheduled to take place on 14 April 2026 in the Council Chamber commencing at 6.30pm.
