Following a full procurement exercise, Sequence UK Limited t/a William H Brown will be appointed as the sales agent for the HRA’s newbuild shared ownership homes. The procurement exercise was based on a 60/40 split of quality (60%) and cost (40%).
To establish quality, bidders were asked to summarise and evidence their experience of delivering services in accordance with the specification, dealing with purchasers, knowledge of the conveyancing process and managing Homes England grant funded property sales.

1)      To approve the business case for the acquisition, by Welland Homes Ltd, of four houses for the purposes of a market rental investment

 

2)        That the refreshed business plan and budget is approved and included as an amendment in the SHDC Quarterly report to members.

 

3)        That delegated authority be granted to the Deputy Chief Executive (Corporate Development) and S151, to (i) approve the terms of any loan agreements required; (ii) approve the value and the profile of any periodic cash flow payments to be made to the Company, as required to support the Company in the acquisition of the proposed investment properties.

 

4)        To reaffirm the delegated authority, granted by Council on 25th March 2015, to the S151 Officer, to approve the final mix of use of reserves and borrowing in line with the business plan and Council Treasury Management Strategy.

 

Welland Homes Board has made a decision to purchase these homes, which are currently for sale on the open market. The company requires a decision of the Shareholder Representative to endorse the decision of the Board. If the Shareholder Representative did not make an urgent decision, it is highly likely that the homes would be reserved for purchase by another party and the Company would not be able to complete the purchase.
