Decisions

1.      To approve the business case and approve the acquisition of 12 affordable homes within Surfleet, for the HRA.

2.      To delegate to the Assistant Director of Strategic Growth & Development to agree the contractual matters (including the terms and conditions which may represent a minor variation to the scheme approved in the business case) such as signing the contract/transfer document and other incidental actions that may be required, and approving the associated due diligence and valuation required to purchase the properties.

3.      To delegate authority to Assistant Director of Strategic Growth & Development to agree the value of shared ownership properties at initial sale, resale, and acquisition of additional shares, for this site and shared ownership properties on other sites.

4.      To reprofile the approved HRA capital programme to show this scheme as a named project and amend the budget line for ‘schemes subject to detailed approval’ accordingly.

To purchase the freehold of the land at Clubhurn Lane, Surfleet, as edged red at Figure 1 within this report, for £10,000 with title absolute. 

That the new Charges and hourly rate are approved and adopted from 1 December 2023

That under Section 113 of the Local Government Act 1972, South Holland District Council, through its Head of Paid Service and following consultation with the Leader of the Council, agrees that the Head of Planning for South Holland District Council Planning Services team be placed at the disposal of Boston Borough Council and East Lindsey District Council to undertake a temporary role change and additional duties to support the Assistant Director – Planning.

This is to run from the 1.2.24 following the expiration of the existing S113, for a period of 2 years.

To receive the findings of the SHDC LGA Corporate Peer Challenge and an associated action plan

1)    That the findings from the LGA’s Corporate Peer Challenge at Appendix A be noted;

2)    That the action plan at Appendix B be approved; and

3)    That the update regarding the recommendations from the Housing Peer Review (Appendix C) be noted.

To present a draft updated FOI/EIR policy for the Council and seek approval from Cabinet.

That the draft FOI/EIR Policy be approved.

To agree consultation proposals for the local Council Tax Support scheme, 2024/25

That consultation on continuation of the current Council Tax Support scheme, including uprating in line with DWP’s annual update of allowances and premiums for 2024/25 be approved.

To recommend to Council the South & East Lincolnshire Councils Partnership Sub-regional Strategy

That Cabinet agree to recommend to Council:

1)    That the Sub-regional Strategy at Appendix A be agreed, subject to any final consultation feedback as agreed by the Leader as portfolio holder; and

2)    That the Sub-regional Strategy becomes a line of inquiry in the Partnership’s Annual Scrutiny.

That the amounts identified in the report, as detailed below, be approved for write off:

1)    That the Procurement Strategy at Appendix 1 be approved;

2)    That the feedback from Policy Development Panel be noted
