Following a full procurement exercise, Ark
Property Centre will be appointed as the managing agent for Welland
Homes’ stock. The procurement exercise was based on a 70/30
split of quality (70%) and cost (30%). To establish quality,
bidders were asked to summarise and evidence their experience of
managing stock, minimising voids, providing excellent customer
service and supporting the company to grow.

In order for SHDC to continue to manage and
maintain its monitored Fire Alarms and CCTV systems in both public
and HRA properties . We were required to procure a new specialist
contractor . This will enable SHDC to continue to meet all
associated compliance and health and safety regulations.
This will be a 3 year contract with the ability to extend it based
on performance for a further 2 years. The estimated annual cost of
which is jointly funded from Asset and Housing is £53400,
which is within the parameters of the agreed annual budgets.
Decision is to award the above contract to GBSG Ltd.

1) That the draft revised Contract Procedure Rules at Appendix 1 to the report be noted;
2) That the suggestion that the Monitoring Officer be authorised to make the necessary changes to update the Council’s Constitution, accordingly, including delegation to amend where inconsistencies arise, noting that the CPR will take primacy, be noted.
3) That the Delegations to Officers, that sets out the authorisation for decision making in relation to Contract Procedure Rules at Appendix 2 to the report, be approved. This approval would be subject to a Council decision to amend the Contract Procedure Rules.

3) That a more fundamental scheme review be progressed for future years (this would not form part of the scheme decision for 2023/24).
