08/08/2019 - Electric Vehicle Charging Points - Contract Award to Vattenfall UK ref: 640    Recommendations Approved

As part of this project the Council has applied to OLEV (Office for Low Emission Vehicles) for grant funding as part of their 'On-Street Residential Charging Scheme'. The Scheme gives Local Authorities access to grant funding which can be used to part fund the procurement and installation of electric vehicle chargepoint infrastructure.
This funding is available for 75% of the capital costs of procuring and installing each chargepoint and an associated parking bay - up to a maximum of £7,500 per chargepoint. Subject to final approval from OLEV, this will mean that this project will cost the Council £14,839.06
Following a report to Cabinet on the 15th January 2019 it was decided that the Council should apply for the OLEV funding, and if funding bids were unsuccessful, that the Growth reserve is used for the costs associated with purchase and installation. It was also agreed that the construction of electric vehicle chargepoints be pursued at the relevant sites.
In order to ensure that bidders tendered on a like for like basis, we commissioned an external contractor to write the technical specification. 9 tenders were received within the specified time frame and these were opened on the 24th July 2019. The total cost for the installation and maintenance for three years ranged from £37,891.67 to £76,648.00 and all tenders were evaluated in accordance with the evaluation criteria set out in the documents provided to the bidding contractors.
